Google gives every keyword in your account a Quality Score from 1 to 10. It compares your ads and your landing page with those of other advertisers bidding on the same searches.
Quality Score itself is a diagnostic, not a setting. But Google measures the same three things live in every auction to set your Ad Rank, which decides whether your ad shows and where. Better quality means a better position for the same bid, or the same position for less.
